Overview
This vulnerability is a command injection flaw stemming from insecure configuration of the Saxon XSLT processor within GeoNetwork's formatter rendering component. Specifically, the processor is set without enabling secure processing and without disabling Java extension functions, allowing arbitrary Java code execution via loaded XSL stylesheets. The affected component is the formatter subsystem that processes user-uploaded XSL files in GeoNetwork versions prior to 4.4.12 and 4.2.17.
Vulnerability Description
GeoNetwork is a catalog application to manage spatially referenced resources. Prior to versions 4.4.12 and 4.2.17, the Saxon XSLT processor used to render formatters is configured without secure processing (`FEATURE_SECURE_PROCESSING`) and without disabling Java extension functions (`ALLOW_EXTERNAL_FUNCTIONS`). Any stylesheet loaded by GeoNetwork can therefore invoke `java.lang.Runtime.exec()` or `java.lang.ProcessBuilder` directly, achieving arbitrary command execution as the GeoNetwork process user. A user with sufficient privileges to upload a formatter can deliver a `.xsl` file containing Java extension call that execute arbitrary OS commands with the privileges of the GeoNetwork process. The issue is patched in GeoNetwork versions 4.4.12 and 4.2.17.
Impact
An attacker with privileges to upload formatters can execute arbitrary operating system commands on the GeoNetwork server with the same permissions as the application process. This enables full system compromise, data manipulation, or lateral movement within the environment. The prerequisite is having sufficient rights to upload or modify formatter files in the GeoNetwork interface, which may be granted to authenticated users with elevated roles. Successful exploitation can lead to unauthorized control over the host and exposure or alteration of spatial resource data.
Solution
Upgrade GeoNetwork to version 4.4.12 or 4.2.17 or later, where the Saxon XSLT processor is properly configured to enable secure processing and disable Java extension functions.
